An official of the AQSIQ recently revealed that in response to the growing complaints about auto parts, the AQSIQ will issue the product defect risk assessment standard (hereinafter referred to as the standard), including engines, transmissions and tires. If they are listed in the highest risk level, the problem products may be ordered to be "delisted".
There are signs that the national regulatory authorities are gradually strengthening the supervision of automobile recall, and automobile parts are expected to be included in the scope of recall.
Recently, Sun Bo, director of the quality management department of AQSIQ, said that in three years, AQSIQ will establish a quality integrity system and operation mechanism with complete system, clear responsibilities, efficient operation and strong supervision.
In April this year, the Legislative Affairs Office of the State Council promulgated the regulations on the administration of recall of defective automobile products (discussion draft) (hereinafter referred to as the regulations) to solicit opinions from the society. The relevant person in charge of the defective product management center of AQSIQ said that some enterprises refused to investigate on the grounds of technical confidentiality. Some enterprises do not repair and improve the recalled cars according to the recall procedures, which makes the car recall management more embarrassing. Once the standards and regulations are adopted and implemented, the regulatory authorities can forcibly recall defective cars and parts, and the regulatory strength and deterrence will be greater and greater.
Since the regulations on the recall management of defective automobile products (hereinafter referred to as the regulations) jointly promulgated by the General Administration of quality supervision, inspection and quarantine, the national development and Reform Commission, the Ministry of Commerce and the General Administration of Customs on October 1, 2004, by the end of 2008, a total of 1.8453 million defective cars had been recalled and 155 had been recalled. Among them, 19 local cars were recalled in 2008, involving 486500 vehicles.
In the recalled vehicles, the quality of parts and components accounts for a large proportion. In 2008, the information system of defective product management center of AQSIQ received 2933 effective automobile complaints, an increase of 36.8% over 2007. Among them, the proportion of engine complaints is the highest, accounting for 25% of the total complaints; The complaint ratio of transmission, clutch and transmission shaft ranked second; Brake system and tire complaints ranked third.
Relevant people said that both the standards and the regulations refine the provisions in order to further strengthen supervision.
An official of the AQSIQ said that the AQSIQ is committed to introducing measures for the recall management of important auto parts to solve the problem of auto recall. Product defect risk assessment is to assess the scope and severity of damage caused by defective products, so that the competent department or production enterprise can take measures in time to eliminate the risks caused by defective products.
The relevant person in charge of the defective product management center of AQSIQ said that AQSIQ noted last year that the complaint rate of engine, transmission, clutch and other parts has increased, especially the complaint rate of individual brand tires is high. On September 18, 2008, the defective product management center of AQSIQ publicly released a notice on the collection of automobile tire failure information to the public. The notice said: "according to the owner's complaints and traffic accident statistics collected by our center, for some time, automobile tire cracks, bulges, and even tire bursts have occurred frequently, and the failure rate of some brands of tires is high."
AQSIQ has been discussing the establishment of a perfect recall system. At the end of 2007, AQSIQ launched the implementation plan for China's automobile tire recall management project to bring tire products into the scope of recall management, establish an effective administrative supervision implementation plan and tire product safety classification system according to the tire industry and product safety characteristics, and lay the foundation for a wider range of parts recall.
In September 2008, the defective product management center of AQSIQ carried out research activities on the links of tire design, production, assembly, maintenance and quality control, as well as the status of China's tire industry, tire detection and experimental technology, tire quality identification technology and other issues. Subsequently, the defective product management center of AQSIQ issued an announcement to collect tire accident or failure information nationwide. The tire types are mainly car tires, regardless of brand, specification and pattern grade. The failure forms include tire burst, crack, bulge, air leakage, deformation, abnormal wear, etc.
